When talking about the best VPNs, I frequently warn about the dangers of trusting free VPNs without verifying them. Although there are a few free VPNs worth recommending, many other free providers are ineffective, malicious or looking to profit off their users (or sometimes all three). Even the best free VPNs work a lot better once you subscribe and access their full service.
This can be frustrating if you want to enjoy the benefits of a VPN but don’t have the budget for yet another subscription. To help you out, I put together a list of the best paid VPN services you can get cheaply. Every name on the list comes with my full recommendation — I’ll never recommend a VPN that doesn’t protect you, no matter how affordable.
Before I get started, I want to define “cheap,” since VPNs often bamboozle the customer with muddled pricing schemes. Most providers have long-term subscription plans with big discounts, and many of them compensate by making their monthly plans more expensive. On this list, I’ll recommend services with cheap subscriptions for both the short and long term, plus one favorite that balances both.

Surfshark is the best cheap VPN, but only if you’re willing to lock yourself into at least a 12-month subscription. Otherwise, it’s a great VPN, but not exactly cheap.
Let’s break it down. Surfshark’s one-month plan costs $15.45 at the Starter level, which includes all the basic VPN coverage, plus the Alternative ID feature that generates fake personal details for web accounts. A subscription with all the Surfshark One trimmings, including an antivirus, a data breach alert service and an encrypted search engine, costs $17.95 per month. That’s among the most expensive in the game.
The reason Surfshark tops this list is that it has, by far, the sharpest price drop on its one-year and two-year plans. You can see it on the list of best VPN deals I keep updated regularly: switching to a 12-month Surfshark Starter plan drops the price per month to $3.19, a 79 percent cut. Surfshark One drops 81 percent to $3.39 per month. The 24-month plans come with even steeper discounts, but you can only renew at one month or 12.
The key reason that I’m comfortable ranking Surfshark this high should become clear if you check out my detailed Surfshark review: this is a good enough VPN — especially in the speed department — that you should have no problem sticking with it for a full year or two. Surfshark is the fastest VPN in my current round of tests, slowing my download speeds by only 5.4 percent — and that’s a worldwide average. The worst server, in Johannesburg, lost me 11 percent of my starting speeds.
Those are incredible numbers, but speed isn’t the only thing that Surfshark gets right. Its extra features are both user-friendly and cutting-edge across the board, pushing the definition of what a VPN can do. Case in point: it’s one of the only VPNs that lets you choose your own set of destinations for a multi-hop connection. Through the same technology, Surfshark constantly switches out your IP address, keeping you as concealed as possible without any impact on speed.

Mullvad

Mullvad could best be described as Windscribe without the attitude. To put it another way, Mullvad is a VPN that sets itself apart with its mission to be as private as possible. It uses no marketing trackers on its own website, it lets you pay entirely in cash and it doesn’t require an email address to make an account. If you can deal with the relative inconvenience of cash payment, Mullvad will know absolutely nothing about who you are or what you’re doing with it.
It also turns away from the rest of the industry by keeping its pricing structure as straightforward as possible. Mullvad always costs 5 Euro per month, with prices in other currencies following exchange rates. When you sign up for an account, you put in as much money as you like and your subscription continues until it runs out. If you top it up, it’ll keep going, like a parking meter. At those prices, Mullvad isn’t cheaper than Surfshark over the course of a year, but it’s the perfect choice if you only need a VPN in the short term.
Even leaving aside privacy and pricing (which is a lot to leave aside), Mullvad’s apps are fantastic for every platform. On desktop and mobile, it’s intuitive to understand and responds smoothly, connecting and disconnecting quickly. Like Windscribe, it has some settings that might cause headaches for novice users, but you can easily get away with never touching those.
Mullvad’s servers are all real, bare-metal locations. This keeps its list of IP address options a little slight, but it does mean you can be sure of exactly how far away any server is. On top of everything else, Mullvad is actually built to accommodate IPv6 traffic — so assuming your ISP is using that at all, you’ll never have to worry about IPv6 leaks keeping your VPN from working properly.

I named CyberGhost as the best cheap VPN in my top VPNs roundup, but mainly because Surfshark was already in the fastest VPN slot. At the moment, CyberGhost isn’t quite as inexpensive or as fast as Surfshark, but it’s a high-quality VPN in its own right.
As I completed my CyberGhost review, I was met with nothing but pleasant surprises. I’d been thinking of CyberGhost as a “cheap VPN,” when it’s really a very good VPN that happens to be cheap. Some of its best numbers came from the latency test, which showed that CyberGhost adds very little time to the process of communicating with another server. It’s well-suited for any live online activities, like gaming, chatting and streaming.
In particular, I found it to be excellent for streaming. CyberGhost is one of only three VPNs, along with Proton VPN and Windscribe, to get a perfect score in my location change test by unblocking Netflix on 15 different servers. It has a huge range of servers built for individual streaming platforms in specific countries, so it’s ready to unlock all your niche viewing interests.
As for pricing, CyberGhost is another provider with expensive monthly plans and cheap long-term options. The monthly plans cost $12.99, which isn’t great but is cheaper than Surfshark. There’s a six-month plan which costs $41.94 — also not the best value at $6.99 per month. The two-year plan, however, boosts the savings to 84 percent, costing $56.94 with two free months for an average of $2.19 per month.
Be careful, though, as that deal is tricky. After 26 months, it’ll renew as a one-year plan for the same price. That works out to $4.79 per month, which is decent but a lot more average. At that point, if you still like CyberGhost, you can make a new account with a new email address.

Windscribe is probably best known for its free plan, which gives users 10GB of data per month and access to all its features (though it does restrict server locations). It’s easily one of the top free VPNs, but its paid subscriptions are also worth the money. Getting a Windscribe Pro account removes the data cap, opens up the entire server network and lets you make more custom rules on the R.O.B.E.R.T. content blocker.
A full Pro subscription will cost you either $9.00 per month or $69.00 per year ($5.75 per month). However, Windscribe offers another type of subscription that’s unique on this list: the opportunity to build your own plan. The Build A Plan option is a bit more complicated than it needs to be, but to sum up, each Pro location costs $1.00 and adds another 10GB to the limit. You can add $1.00 each month to remove the data limit altogether.
You have to spend at least $3.00 to get a custom plan, which puts it about on the level of the long-term plans of NordVPN and ExpressVPN — though with the advantage of being month-to-month. The service you get for the money is top-quality, though not perfect. The best things about Windscribe are its latencies (ideal for gamers) and its total commitment to privacy and transparency.
In my Windscribe review, I found its app design and branding to be slightly obnoxious and its accessibility for newbies a little lacking. If you know what you’re doing, though, you’ll have a great experience with Windscribe.

Proton VPN

Proton VPN is my favorite VPN. Whenever I’m asked why, my reasoning usually comes down to balance. It’s not the best at everything a VPN can do — there are a handful of faster services, and several have interesting features Proton can’t boast — but it excels more often in more areas than any competitor.
Pricing is one area where Proton VPN is great, but not the best. Its monthly price of $10 is awesome, but not quite as cheap as Mullvad or Windscribe. It’s also got a 12-month plan for $47.88 ($3.99 per month), which is better than CyberGhost but not as cheap as Surfshark. Its 24-month plan costs $71.76 ($2.99 per month), again beating some but not all of its rivals. Notably, Surfshark and CyberGhost are both cheaper at that length.
So Proton VPN won’t be the absolute cheapest option — but a service this solid is worth comparing against any other potential candidate if you’re considering a long-term VPN. It’s fast, to start with, in a close race with Surfshark for the fastest of all. Its server network is extensive and makes intelligent use of virtual locations to provide IP addresses all over the world. Its apps stand out as some of the most intelligently designed on any platform.
Did I mention it’s also got a free plan? Other than hide.me, it’s the only worthwhile free VPN with no data limits at all — the only catch is you aren’t allowed to choose what server you connect to. That’s definitely a handicap, but if you only need a VPN for general anonymity, Proton’s free option is among the best choices.

Other VPNs we tested with good deals
A couple of VPNs have decent pricing options attached to worthy services but weren’t quite strong enough to make the list. Both these services get my hearty recommendation; they’re just hard to justify as “cheap.”
ExpressVPN
ExpressVPN recently switched to a multi-tier pricing model. The Basic pricing tier gets you complete VPN service but doesn’t include the full set of features. The best price on that is $78.18 for 28 months, which works out to $2.79 per month. Although that sounds great, it’s more expensive than both Surfshark and CyberGhost at the same duration and renews at the even higher price of $99.95 per year ($8.33 per month).
Still, as I wrote in my full ExpressVPN review, it’s an outstanding service overall. Thanks to its sensible app layouts and focus on doing simple tasks well, I find it especially good for introducing beginners to what a VPN can do.
NordVPN
NordVPN is another provider that I gave a relatively positive review. I really like its boundary-pushing features, especially the various types of highly specialized servers. Its pricing isn’t bad, exactly, but even the Basic level is more expensive than just about everyone else at every duration. NordVPN’s fast download speeds and wide server network make it worthwhile for lots of users, but it’s hard to recommend to people on a budget.
What to look for in a good cheap VPN
Looking for an affordable VPN is the same as looking for any kind of VPN; it just requires more care. The worst VPNs usually present themselves as free, but there’s also a fair number of mediocre options that think low prices have to mean a mediocre service. If you want to use a VPN but don’t have much extra cash, take some additional care in a few areas of your search.
First, don’t subscribe to a VPN — or even download any of its apps — if you haven’t verified its security. To do that, start by checking what experts have to say about it. If a VPN is truly unsafe, chances are high that somebody has already sounded the alarm. You can also check the list of protocols the VPN offers. If it’s anything other than OpenVPN, WireGuard or IKEv2, do a deep dive to make sure it’s using worthwhile encryption.
If you’ve verified that the VPN isn’t a virus, check to see if it has a free trial or a guaranteed money-back period. This will give you some risk-free time to do hands-on tests. Check the VPN’s speed, make sure it has the server locations you need and look for anything that might be leaking your real IP address.
Read the VPN’s privacy policy and make sure you’re comfortable with how much information it saves. Some VPNs emphasize privacy more than others. Finally, before your free trial or refund period expires, make sure to double-check on the pricing structure of the VPN you’re choosing — it’s possible that it will only be cheap for the first subscription period.
