Nigeria Explores Satellite-to-Mobile Technology to Bridge Connectivity Gaps

The initiative allows standard mobile devices to connect directly to satellite constellations, offering a complementary solution to terrestrial mobile networks.

The Nigerian Communications Commission (NCC)  has announced a public consultation on Satellite Direct-to-Device (D2D) connectivity, aimed at exploring the deployment of satellite technology to bridge connectivity gaps in unserved and underserved areas of Nigeria. The initiative allows standard mobile devices to connect directly to satellite constellations, offering a complementary solution to terrestrial mobile networks.

The NCC highlights several key benefits of D2D technology, including expanding coverage in rural and remote areas, improving network resilience during fiber cuts or power outages, and enhancing emergency communications to support public safety and disaster response nationwide.

As part of the consultation, the NCC has released a Consultation Paper, outlining proposals to establish a regulatory framework for D2D services, define spectrum allocation and sharing models between Mobile Network Operators (MNOs) and satellite providers, and address technical standards, licensing, and consumer protection measures.

The Commission is inviting input from all stakeholders, including MNOs, satellite operators, equipment manufacturers, and the general public. Comments can be submitted via email to consultation@ncc.gov.ng or by post to the Executive Vice Chairman at the NCC headquarters in Abuja. The deadline for submissions is Monday, February 9, 2026, and the full Consultation Paper is available for download at www.ncc.gov.ng.

The consultation reflects the NCC’s commitment to fostering the development of Nigeria’s communications sector and ensuring universal access to advanced telecommunications services.
